The Atlantic Blowers AB-500 Three Phase/Single Stage Regenerative Blower can be used for various pressure or vacuum applications. The AB-500 produces a maximum flow of 230 CFM.
The maximum pressure and vacuum is 88 in H2O and 88 in H2O respectively. The AB-500 has a power output of 3.5 HP (2.55 kW) with speeds of either 3000 or 3600 RPM (50/60 Hz dual frequency).
The voltage is 220-275V/380-480V with an FLA rating of 10.7/6.2. Measuring at a distance of 3 ft. the blower will produce a noise level of 70 dbA. The inlet/outlet connection size is 2.00" female NPT.

can I create a vacuum with this and regulate it with a variable speed drive?
You can use the AB-500 in a vacuum application. When you use a VFD you change the frequency which will change the performance of the blower.
