Is the motor silent
These fans are not decibel rated, but are fairly quiet for the amount of air they move.

can this product be installed so that it brings cool outside air into a hot inside space? instead of inside air being exhausted out.
This is an exhaust fan that pulls air out of a room. You would need an Intake or Supply Air Fan to bring air into the space.

I’m going to be using it in my garage with a mini split heat pump system. I smoke cigars so would this fan take out the cigar smoke without the garage being really Smokey?
This will dependend on the overall cubic feet of space in your garage. To keep the smoke at a minimum, you will want an air exchange of approx. once per 3 minutes or so. You will also need ample air intake when running the exhaust fan (i.e. open window, door etc...) Here is a link to help calculate the CFM needed: CFM Calculator
